You will use programming languages to script and automate tasks; applies programming languages and skills across multiple platforms or frameworks.
You will apply principles, methods, and procedures to integrate and optimize systems and their components.
You will apply principles, methods, and tools for developing and analyzing test and evaluation procedures, and technical characteristics of systems, including identifying critical operational issues.
You will apply the theoretical foundations of computer science, including computer system architecture and system software organization.
You will apply the theoretical foundations of computer science, the representation and transformation of information structures and the theoretical models for such representations and transformations.
Conditions of Employment
In addition to the basic education requirements, applicants must meet the following minimum qualifications: For ND-04: Your resume must demonstrate at least one year of specialized experience at the ND-03 (GS 9-11 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector as a Professional Scientist providing technical input on the development of software or computing systems and collecting and analyzing system architecture and software data to solve problems, develop reports, and provide recommendations. For ND-03: Your resume must also demonstrate at least one year of specialized experience at the ND-02 (GS 5-8 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector as a Professional Scientist demonstrating knowledge of computer science, application of computer science methods and techniques to store, manipulate, transform or present information by means of computer systems, and knowledge of design characteristics, limitations, and potential applications. For ND-02: Your resume must also demonstrate at least one year of specialized experience at the ND-01 (GS 1-4 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector as a Professional Scientist utilizing basic techniques, procedures, and methods to accomplish developmental computer scientist projects. Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a bachelor's or higher degree in computer science.
Successful completion of a bachelor's or higher degree with at least 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must be a combination of statistics and mathematics that include differential and integral calculus. Applicants may substitute education for experience in the following situations: For ND-02: Your resume must demonstrate that you have successfully completed one full year of graduate level education OR you have successfully completed a bachelor's degree with superior academic achievement. For ND-03: Your resume must demonstrate that you have successfully completed a master's or equivalent graduate degree OR have successfully completed two full years of progressively higher graduate level education leading to a master's degree. NOTE: Education and experience may be combined for all grade levels for which both education and experience are acceptable. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (https://www.ed.gov/).
