Summary

Responsibilities

Serves as a video producer responsible for scripting, directing, shooting, and editing agency video and audio programs.

Researches, designs, develops, and maintains multimedia web content that is visually appealing and features latest editing techniques to enhance the image of the agency.

Incorporates news, information, music, still and video images, and audio files into fast-paced video packages.

Prepares video files for web streaming ensuring 508 compliance (Opened/Closed Captioning).

Analyzes related video/web trends and recommends content and design techniques to increase potential audience.

Develops and maintains multi-media/video specials on key topics, incorporates news, information, still and video images, and audio files for agency web sites.

Initiates and prepares responses to inquiries from interested groups and organizational personnel concerning policies and activities of the organization

Provides policy, plans, and operational assistance by attending meetings, workshops and seminars with DoD Agencies, members of special committees, and representatives of the private sector

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-9) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as: scripting, directing, shooting,editing agency video and audio programs. Prepares video files for web streaming ensuring 508 compliance (Opened/Closed Captioning). Analyzing related video/web trends and recommends content and design techniques to increase potential audience. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-9 or higher grade in Federal Service.

Education

GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
