Defense Finance and Accounting Service FINANCIAL MANAGEMENT ANALYST in Indianapolis, Indiana

Resource Management team within the Enterprise Solutions and Standards (ESS) Business Management Office (BMO).
Provides in depth analysis in the areas of budget resources, work years, productivity, budget formulation and unit cost and budget execution for the Directorate.
Forecasts financial requirements and five year budget projections based on performance reports, operational initiatives and statistical data.
Consolidates and validates budget submissions from ESS Directorates to ultimately prepare the overall ESS budget. Analyzes budget submissions and makes recommendations for updates and improvements.
Verifies the validity and integrity of operation statistics and complex financial data.
Conducts reviews and analysis of financial programs and applicable regulatory requirements.
A liaison with Senior Executives, Directors, mission area managers, and various sites where functional workload is performed for the purposes of ensuring that budgetary data is captured and used in resource and financial management analysis.
Serves as a budget subject matter expert and provides customer support to the various ESS Directorates on budget and resource management issues.
Conditions of Employment
In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-11) in the Federal service, which demonstrates the ability to perform the duties of the position. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required: Specialized experience equivalent to the GS-09 grade level in the Federal service assisting in performing analysis in the areas of resource management and/or budget formulation and execution. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required: Specialized experience equivalent to the GS-11 grade level in the Federal service performing analysis in the areas of work counts, work years, productivity, manpower, budget formulation, unit cost, and budget execution, Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
