Responsibilities
  • Provide analyses and recommendations to DFAS center program managers and field activities in his/her area of functional expertise relating to the implementation and operation of migratory finance and accounting systems.
  • Serves as a financial analyst performing a variety of assignments related to administering accounting and financial system operations
  • Analyzes accounting and finance issues and proposes or modifies policy for organizations served.
  • Reviews proposed agency policy changes issued at the operating level.
  • Serves as a functional expert applying finance and accounting principles, theories, concepts, and practices to ensure that disbursing, financial management, and accounting systems produce accurate results and meet legal and regulatory requirements.
  • Analyzes and evaluates disbursing, accounting and financial policies, systems, and proposed system changes.
  • Prepares system change requests to the existing automated systems, when it is determined systems are not processing as required.
  • Provides test conditions and testing support for internal and external system change requirements.
  • Develops, revises and maintains the user manuals, operating manuals, automated system descriptions, and explanation of system changes.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-11 within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: applying automated systems design and processing principles, techniques, policies and regulations to financial and accounting systems; recommending financial system requirements; and analyzing and evaluating finance and accounting operations (i.e., processes, systems, internal controls, procedures, etc.)

Volunteer Experience:Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • This position is being filled under Direct-Hire Authority for Financial Management Experts. DFAS has delegated authority by the Office of the Secretary of Defense to directly appoint qualified candidates possessing a finance, accounting, management, or actuarial science degree, or a related degree from an accredited college or university in a field of study, or equivalent experience, related to the functions of the position to be filled. Positions may be filled as permanent or term with a full-time or part-time work schedule. Pay will vary by geographic location. We reserve the right to close this announcement early or to extend, as appropriate, based upon the needs of the Agency.   • This position may involve shift work in support of military service member customers. Shift work may include weekends and holidays. Shift work will be rotated. Shift schedules are: 3:30 PM to 12:00 AM, 11:00 PM to 7:30 AM.
